Will your panel take an EV charger, and who decides?

The panel is what turns a day’s work into a several-thousand-dollar job, and it is the one thing a homeowner cannot judge. There is more than one lawful way to calculate whether yours has room, the two methods frequently disagree, and almost nobody is told that.

Two lawful methods, two different answers

The familiar method adds up what is connected to the house, applies prescribed demand factors, and produces a number. It is deliberately conservative, because it has to work for a house nobody has watched. It assumes a level of simultaneous use that most homes never reach.

For an existing dwelling, NEC 220.87 offers another route. Instead of assuming, it starts from the highest demand your meter actually recorded over twelve months, applies 125 percent to it, adds the new load, and compares that against the service rating. Where the utility has interval data, and most now do, the result is often dramatically lower than the conservative calculation.

Both are legitimate. Neither is a trick. The difference is simply that one is based on what your house might draw and the other on what it has actually drawn, and for a home with a gas range and no hot tub the gap between those two is often the whole cost of a service upgrade.

The sentence worth keeping

If a quote says your panel has to be replaced, the question is: which method did you use, and would the existing-load method give a different answer? An electrician who has used metered demand will say so immediately. One who has not may be willing to, and asking costs nothing.

Where to get your demand figure

The method is only available to you if you have the number, and it is usually free.

  1. 1. Your utility's online account

    Many utilities publish interval data, often every fifteen minutes, going back a year or two. Look for demand, kW, or a Green Button download. This is the figure the method is built on and it costs nothing.

  2. 2. Ask the utility directly

    If it is not in the portal, the account team can usually provide twelve months of maximum demand. Say it is for a load calculation under NEC 220.87 and the request will make sense to them.

  3. 3. A recording meter

    Where no data exists, the code allows an electrician to install a recording meter for thirty days. It costs something and takes a month, and it is still cheaper than an unnecessary service upgrade.

When the upgrade is needed whatever the arithmetic says

Capacity is not the only reason a panel gets replaced, and it would be dishonest to leave you thinking a favourable calculation settles it. Four situations where the answer does not come from a load calculation at all.

No physical space in the panel
A calculation can say there is capacity while the enclosure has no room for another two-pole breaker. Tandem breakers or a subpanel sometimes solve it; sometimes they do not.
The panel is a known-defective brand
Some older panel makes are widely refused by electricians and insurers regardless of load. If yours is one, the upgrade was coming anyway and the charger is just what brought it forward.
Aluminium branch wiring or deteriorated busbar
Condition, not capacity. This is visible once the cover is off and it is a legitimate reason to replace, not an upsell.
The service conductors or meter base are undersized
The panel is only one part of the service. Where the incoming conductors are the limit, the work involves the utility and the schedule stops being yours.

The cheaper answer people forget

Before a service upgrade, there is almost always a smaller charger. Most Level 2 units are set to a maximum current at commissioning, and setting a 48 A unit to 32 A is a configuration choice rather than a lesser product. A 32 A charger still adds well over a hundred miles overnight, which is more than most drivers use in a day.

Load management hardware is the other route: it lets the charger back off when the house draws hard, so the service never sees both at once. It costs something, and it costs less than a new service and a utility appointment.
